Preface
The circumstances surrounding the preparation of the 2002 Festival did not allow the International
Poster Competition to be organized last year. The resignation of the Delegue General, Alain Weill, led us
to prepare within three months, at the request of the City of Chaumont and the Ministry for culture and
communication, an event, which finally gave rise to the development of the Students' competition
the launch of studio-workshops and the presentation to the public of 500 of the most beautiful posters ot
the international collection of contemporary posters, which Chaumont had built up over the past twelve
years and which had never been shown together.
We are preparing, as of this 2003 edition, a development of the Festival, which should progressively allow
it to wholly fulfil its role as the international gathering of the graphic arts. Our undertaking is to open
Chaumont to all the forms of graphic design whilst continuing to privilege the author poster, which made
the constitution of a coherent contemporary collection, unique in France, possible.
In the aim of completing and enriching the existing collection kept at the silos/maison du hvre et de
laffiche the 2003 International Competition will not take on a theme. We hope you will participate in
great numbers in order to review the production of author posters these past five years, whether these
printed posters be cultural, social, political or commercial.
Our involvement as professionals, members ofl'Alliance Graphique Internationale or as organizers of this
new event aims at reinforcing the role of the Chaumont Poster Festival in diffusing and making known
French and foreign graphic designers and poster designers, whilst preparing the conditions for a permanent
presence and activity in this field in Chaumont itself.
We thus invite the artists from all over the world to take part in this edition, which will take place from
23 May to 29 June.

Introduction
Within the context of the XIVth Chaumont Poster Festival/
Rencontres Internationales des Arts Graphiques, which will
take place from 23 May to 29 June, the International
Poster competition is launched, open to any printed poster
created since i January 1998, whether they be cultural,
social, political or commercial. They can either be issued
by private commissioners or public organizations.
The Competition and the Rencontres aim at reviewing
the worldwide production of these past five years and are
intended for graphic designers as well as studios, but also
for all the institutions or companies concerned. The posters
can be the work of one sole artist or of a group. Graphic
designers from all over the world are invited to participate
in this event.
NOTA BENE: If you have already taken part in previous
Competitions in Chaumont, please make sure you enter
different posters created within the past five years.
Dates and Place
All the pre-selected posters will be exhibited from Friday,
23 May to Sunday, 29 June 2003. The international jury
will meet on Saturday, 24 May and will announce the
results of its deliberations the same day. It will be composed
of internationally renowned graphic designers, the list of
whom will be available in March 2003.
Rules of the competition
The competition will be conducted in accordance with the
regulations and guidelines of ICOGRADA (International
Council of Graphic Design Associations). Each participant
of the XIVth Rencontres des Arts Graphiques of Chaumont
accepts implicitly to adhere to the rules of the competition.
Artists may enter between one and five posters as long
as they have been created after the i January 1998.
It is essential that the posters are on paper, however
printed and they must have been subject of an actual order.
The entrants of all pre-selected posters undertake to provide
a duplicate of their work for exhibition purposes.
The artists can enter the posters as individual works or as
a series. Please mention this clearly. The organizers reserve
the right to refuse entries they consider morally, politically
or religiously offensive, as well as work that is considered
in contravention of the rules.

The shipping charges of the posters, as well as the
custom duties are chargeable to the addresser.
The organizers reserve the right to refuse any posters sent
in with a custom payment due. To avoid this situation,
posters should be declared as "printed matter,
no commercial value".
Each poster entered must bear the following information
on the reverse side:
• the name of the artist
• the number of the poster on the top left hand corner
• if necessary, the title of the poster in French or in English
A model entry form is included in each file. It should include
the list of the posters entered with their numbers and any
other information requested.
This form must be filled in capital letters, in French
or in English, beginning by the family name.
The form must neither be glued nor taped on the back
of the poster. The size of the poster must be indicated
in centimetres (height x width).
The form must be signed by the artist or by his / her
representative. An incomplete entry form will be considered
grounds for exclusion from the competition. The posters
should not be framed or mounted on cardboard. They
should be carefully protected for shipping, which is at the
entrant's charge. The organizers decline any responsibility
in case of loss or damage of the posters in transit.
Please enclose a reproduction in form of a slide
or a CD-Rom in the J-peg format with each poster
entered. Please also attach a brief resume.
For posters greater than 120x160 cm, a slide
is obligatory.
If the poster entered is a collective effort, the names of each
artist must be marked on the entry form.
The organizers reserve the right to use all the information
provided by the artist, as well as the right to reproduce the
poster photographically in order to ensure the promotion
of the Festival and for any books or catalogues published
on that occasion or as part of the festival.
All the entries will be donated to the City of Chaumont, and
kept at the "silos / maison du livre et de 1'affiche".
In partnership with the Bibliotheque Nationale de France
and the Champagne -Ardenne DRAC, the City of
Chaumont is considering creating a database including
all the posters, which have been entered by the participants
of the Chaumont Poster Festival, as well as the vintage
posters, which it has received in donation. Consequently,
the author agrees to transfer any property right to the City
of Chaumont on the material medium of the copy of the
poster/posters, which he/she delivers to the City of Chaumont
for the Chaumont Poster Festival. The author also under-
takes to transfer to the City of Chaumont, at no charge and
non-exclusively, the right to reproduce the posters, their
photography, perhaps his/her portrait and elements of
his/her resume on the media representing his/her works as
well as on the Internet network during the whole operating
period. The posters are intended to be integrated into
a digital database, which will be accessible in France
and abroad as a CD-Rom or on the Internet. The author
guarantees the City of Chaumont not to take any action
for counterfeiting or based on the right of the image related
to his/her creation. The author is free to reproduce the
poster, which he/she created on any medium.
Prices and certificates
A national jury made up of graphic designers and chaired
by a French member of the international jury will determine
the pre-selection on 29 and 30 March 2003. The pre-selected
posters will be awarded a certificate. The international jury
will meet on Saturday, 24 May and will award the prizes
for a work or a series of works presented as such.
First Prize: 7 500 Euro
Second Prize: 4 500 Euro
Third Prize: 3 000 Euro
The jury may further award a special prize, if it is considered
appropriate. This award will be a certificate. The jury will
also attribute an "Excellence Award" ICOGRADA.
The award winners will be announced in the late afternoon,
followed by the awards ceremony.
The artist who is awarded the first prize will be member
of the international jury for the 2004 edition.
The jury
The jury will be composed mainly of graphic designers.
The list of the jury members can be obtained at the
beginning of March 2003.
Program
The pre-selection of the international competition and
the students' competition will be exhibited. A homage to
Savignac will be presented. A French graphic design studio
will be given Carte blanche, whereas a European country,
invited by the Festival, will present the work of some of its
graphic designers. The complete program of the exhibition,
entertainment and events will be available as of the end
of March 2003.
