The Seine-Amont developpement association has established the Seine-Amont in’Europe project in order to pursue a strategy of sustainable development that includes economic revitalization, urban renewal, environmental preservation and residents’ active participation in locally created activities and jobs.

The Seine-Amont developpement association regroups the five cities of Alfortville, Choisy-le-Roi, Ivry-sur-Seine, Orly and Vitry- sur-Seine—which together represent 239,000 residents— as well as the departmental council of the Val-de-Marne. The river Seine is the backbone of the Seine- Amont territory. Through the Erdf, the European Commission is contributing to the preservation and development of the river, with the goal of establishing an eco-territory linked to the social and economic development of the Seine

1 The river and the city
In 3000 before J.C., great civilisations were born on riverbanks. In both mythology and religion, rivers play a huge role, whether it is the Nile, the Jordan, the Tiber or the Ganges… Rome, Paris, London or Moscow… all the great cities and their suburbs have grown and developed around a river, which is all at once a natural heritage, a waterway and an economic artery. Yet urbanisation and industrial activity have separated rivers from the city, and turned populations away from their banks. Today, we take a renewed interest in them, and seek to reintegrate waterways into urban planning. This willingness to reappropriate the river translates into differ- ent measures, which include reclaiming river banks, converting riverside plots, and developing river shores…
Over the centuries, mankind has not adequately cared for its rivers. Today, we must consider them with a renewed interest, and learn how to live with them better. <
> Henceforth, our vision of the river is changing. A new dialogue has arisen between the river and the city, a source of inspiration for crea- tive artists. We are offering you the opportunity to take part in this competition in order to convey a message about the relationship that the women and men of the city must nurture, or seek to nurture, with their river. You may choose among three modes of expression: poster, photograph (in colour or black & white) or film (video or animation). The selected projects will be featured in an exhibition and published (in poster, postcard, and brochure format).

2 Competition rules
The competition is open to both professionals and students. Each participant may submit before April 15, 2010 one poster project, one film project and two photography projects. Projects must be mailed to Seine-Amont developpement, 8-10 place de l’Eglise, 94200 Ivry- sur-Seine, France. Participants must adhere to the following technical specifications:

Posters: a 40cm x 60cm print, free technique on a flexible support (the registration bulletin on page 7 must be glued onto the back), accompanied by a Photoshop Tif file in real size and 300 dpi; the project must feature the “the river and the city” signature;

—Photographs: a 40cm x 50cm digital or analog/argentic print (the registration bulletin on page 7 must be glued onto the back), along with a Photoshop Tif file in real size and 300 dpi;

—Films: 30 seconds to one minute long (640 x 480 pixels, in Mov format; the registration bulletin on page 7 must be included).

An international jury will grant an award, endowed with a 2,000 Euro cash prize, as well as three honourable mentions for each of the three categories. The jury will select 30 posters, 30 pho- tographs and 15 films, all of which will be featured in an exhibition and published, in the guise of a poster for each category winner; 12 postcards corresponding to the prizes and honourable mentions; and a pedagogical brochure designed to raise awareness.
This jury is composed of Peggy Sue Amison, photographer, director of the Sirius Arts Centre, Ireland; Cedric Babouche, illustra- tor and director, France; Lech Majewski, graphic designer, teacher and director of the International Poster Biennial in Warsaw, Poland; Gilles Perrin, photographer and teacher, France; Arthur Qwak, comic book author and director, France; Liza Ramalho, graphic designer and teacher, Portugal; Patrick Urbain, architect, France; and Anne Fourniau, representative of Seine-Amont in’Europe.

The organizers reserve the right to use the information provided by the candidates, as well as the right to reproduce the posters, photo- graphs and films in order promote the exhibition, posters, postcards and brochure. Any other uses made will adhere to copyright law. Participants vow to respect the right of publicity of the people they feature in their projects.

The steering committee is composed of Alain Audoubert, president of Seine-Amont developpement and mayor of Vitry-sur-Seine; Anne Fourniau, director of Seine-Amont developpement; Franck Petitta, director of the Ecole europeenne superieure d’Animation at Orly; and Thierry Sarfis, project manager.
The technical committee is composed of Françoise Pujol, associate director of Seine-Amont developpement; Valerie Lanctuit, of the Haute Frequence agency; and Thierry Sarfis.
