The website showusyourtype.com has an online exhibition of typographic posters with cities as subject. Sofar New York, Barcelona, and Berlin were featured, the current topic is Hongkong, the next one will be Kingston, Jamaica.
As far as I can tell, it is not a competition, but the high quality of the entries shown on their pages makes it likely that there is some selection.
The organizers state in About us:
SHOW US YOUR TYPE is a project about two things we adore, type and cities.
We started this project to provide a creative platform for designers to share their talents and explore cities from a different perspective.

There is a deadline of January 23, 2011 for online submissions for Kingston posters, but maybe the other cities are still running?
